Julius Oliver is the First-Ward Councilman in the City of Youngstown, Ohio, and as a lifelong resident of the City, lives a life of service and leadership.
As a teenager, Oliver volunteered with his church, and upon graduation, he joined the United States Army to further his service to the country and his community. For six years Oliver served as a member of the Army’s Engineer Corps. After returning home, he was a proud member of the United Steel Workers Union Local 2332 as a worker at Commercial Metal Forming.
In 2008, Oliver started Kingly Hand Wash and Wax, a thriving business that now has multiple locations and betters the community by giving citizens returning to the area a second chance at employment.
Oliver began his term as First-Ward Councilman in January 2016. Although being a councilman has kept him busy, Oliver says, “The best part of being a councilman is the opportunity to listen to the people in my neighborhood and serve their greatest needs. Being able to be a strong voice for those in the city of Youngstown who feel unheard.”
Oliver is the regional director of the National Black Caucus of Local Elected Officials and has won several awards for his excellence in public service, including the Black Diamond Leadership Award and First Ward Councilman Award. As the second half of his term began, Oliver took time to learn about other cultures and other communities to ensure he is serving his constituents effectively and efficiently. For example, in February 2020, he traveled to Israel to better understand the history of the Jewish people not only in Youngstown, but abroad.
Oliver is committed to connecting with and inspiring the city’s youth and has been involved in many youth based initiatives across the city. During his time in office, he has been actively involved in many beautification initiatives and ordered demolition of over 400 blighted structures and the revitalization of over 30 buildings.
Councilman Oliver currently serves on the following Committees of Council: General Improvements, Building & Grounds, Parks & Playgrounds, Off- Street Parking, C.D.A. and Education.
